Francis Wheeler, Water Savers President, CWEP
Francis WheelerFrancis Wheeler, President and co-founder of Water Savers, LLC., is a recognized industry leader in advanced design and construction of water efficient projects. Francis brings nearly 20 years of industry expertise and progressive water efficiency and business management experience including; profit and loss responsibility, operational oversight, a keen eye for talent and especially team building. His business acumen has helped grow the Water Savers business from a few million dollars in its first year to over $20 million and growing. Prior to founding Water Savers Francis has worked for multiple water conservation companies as well as a fortune 50 energy services company (ESCO). Francis is active within several trade associations and is frequently invited to speak on water efficiency (2008, 2012 World Energy Engineering Congress as well as the 2008, 2009, 2010, 2011 GovEnergy Conference 2015 Energy Exchange). Before delving head first into the water efficiency business, Francis was a Chief of Information & Personnel Security at HQ United States Marine Corps.
Francis attended the University of Maryland while stationed in Japan as well as the Marine Corps University during his 12 year military career.
Ted Restelli, CFO
Ted has a wealth of experience in valuation, capital markets, treasury, financial planning and analysis and accounting. Prior to joining LRI, Ted had senior finance roles for TeleCommunication Systems, Inc. and Direct Energy Business. Earlier in his career, Ted was an investment analyst and investment banker for leading investment banks. Ted earned an MBA from Columbia Business School, a B.S. Economics from the Wharton School of Business and a B.A. from the University of Pennsylvania.

Paul E. Bassett, Water Savers SVP & CTO
Paul E. BassettPaul Bassett is Co-founder, Principal, and Senior Vice President of the company. He has over 25 years in the Water Efficiency Sector. Paul has been integral to the success of the company adding and leading a highly skilled and innovative engineering, design and construction group; specifically targeting irrigation, green roofs and rain water/gray water recovery systems. Paul’s extensive education and experience include Certified Irrigation Designer (CID),  Certified Irrigation Contractor (CIC) and Certified Landscape Irrigation Auditor (CLIA), Environmental Protection Agency (EPA WaterSense),  United States Green Building Councils (USGBC) and Leadership in Energy and Environmental Design (LEED). Paul’s memberships and associations include United States Green Building Council, Irrigation Association, The Green Building Institute, The Chesapeake Bay Foundation, and American Society of Irrigation Consultants. 
Joseph F. Lozupone, SVP of Finance
Joe Lozupone, CPA, MBA, SVP of FinanceJoe has been with LRI since 2009. In this role he oversees the financial operations and financial reporting of the Company. Joe has continually contributed to the success of the Company through integrating business strategies, reducing costs, consolidating processes and positions while implementing financial systems and controls. Joe is an accomplished financial executive with years of experience that has included leading and strengthening finance, accounting, treasury, tax, and operational planning for both domestic and international corporations. Joe holds a MBA with a Concentration in Finance from Loyola College and a BS in Accounting from Villanova University.
Robert M. Skidmore, AVP of Project Development, CLEP
Robert M. SkidmoreRob began his career with LRI over 20 years ago as a Senior Project Manager for the first six years with the company. His focus and duties since have shifted to developing an interactive savings spreadsheet that allows for real-time savings calculations based on customer feedback and split second field changes and modifications. He works with end-users to develop custom material requirements for unique facilities, such as the Ronald Reagan Building Atrium lighting upgrade, a centerpiece portfolio project of the ARRA funding initiative.
Vincent C. Minni, AVP National Accounts, CLEP
Vincent C. MinniVince has overseen all phases of lighting and control projects on many of the most challenging projects in the history of LRI, including the U.S. House of Representatives Office Buildings, Library of Congress, Walter Reed Army Medical Center and U.S. Capitol Police Headquarters. In Vince’s over 20 years with the company, his responsibilities and project oversight have led him internationally from Italy to Spain and nationally from Kodiak, Alaska to the East Coast, covering all points in between.
Richard T. Lynch, AVP National Accounts, CLEP
For over 15 years, Richard T. Lyncy Asst VPRich has utilized his electrical experience in design and construction for some of the most challenging projects ever performed for LRI, including the National Institutes of Health, Andrews AFB, U.S. Naval Academy and Nevada Department of Corrections. Before joining LRI, Rich had worked in the electrical construction industry since 1987. His Master Electrician License is valid in Maryland, Virginia, Delaware, Kentucky and Nevada. He also holds the company’s Contractors License for Kentucky No. CE64534. 
John A. Zienka, Dir. of Safety & Manager of Operations, CLEP
John A. ZienkaFor over 18 years, John Zienka has been closely involved in the formulation and implementation of LRI’s Contractor and Site Specific Safety Plans using his over twenty years of experience in the lighting industry as a Designer, Site Project Manager and Senior Project Manager as well as previous work in naval nuclear non-destructive testing and quality control analysis. John manages all phases of development, implementation, and review of safety plans to ensure compliance and site specific requirements for each project. John’s most notable certification is EM 385-1-1 Site Safety. His credentials include a number of additional health and safety certifications. All of our Project Managers hold a minimum of 30 Hour OSHA, 1st Aid, CPR/AED training

On-Site Construction Project Managers

LRI employs 18 on-site PM on projects throughout the country. At a minimum, all have:
